Hi, a question: Is the Navy Bandage Skirt the same blue as the skirt in Lucinda Cuffneck Halter Dress? Cos the colour looks darker in the latter than in the bandage skirt pictures. Also, would you consider the material of the skirt to be stretchy cos I'm not sure if the measurements 13-18" across waistband is considered small/tight or large/loose.
